The project is established from the workshops between VSED and OVE. The two parties collaborated in implementing the project. The project is directed by the Project Management Board. leaded by the Project Manager nominated and guided by VSED in project implementation and Project Advisor selected by OVE.

The local Programme 21 is the Decision of Global Summit Conference held at Rio de Janero, Brazil in 1992. The Programme 21 guide-lined sustainable development and showed many problems and resolutions relating to urban sustainable development  originated from local activities. Therefore, the objective of Programme 21 aimed at creating the co-ordination of local mass organizations and authorities. This is the closest governmental level to the people, so it plays an important role in raising community’s awareness.

The Danish Organization for Renewable Energy was founded in 1975. OVE is a non-Governmental Organization working for an energy policy based 100% on the use of renewable and sustainable energy.
